I would recommend this as a good day out, I had some reservations about distressing the whale sharks after reading reviews elsewhere but, although there were a lot of people in the water, there didn't appear to be any problem and the animals themselves are not afraid of getting close to you.
We were picked up (early) from our hotel in Cebu City and driven (3 hours?) to a resort where we were then transported to the departure beach. It is chaos there involving numbers, lifejackets, snorkels and boats, but we managed ok eventually. The boat takes you about 20 metres from the beach and you get in the water. The whale sharks are amazing and it is not a scary experience, on the contrary its very enjoyable and was over too quickly.
Back on the boat, and back to the resort for onward transportation to the falls (maybe 30 minutes away). You will be given a guide to take you to the falls. These guys are volunteers and a 'tip' is advisable - they do a good job and will keep you safe and take all the photos you want so definitely worth it. The falls themselves are lovely, on 5 levels, you can do some jumps and swim around, nice experience. Footwear is mandatory as there are sharp rocks.
Snacks are also available to buy when you get back to the car and we were taken back to the resort for a shower and lunch which was great - they managed to cater very well for a vegan diet and there was honestly too much food.
Then its a 3-hour journey back to Cebu. In all you spend much more time driving than actually doing anything but its totally worth it and I would absolutely do this again.
